Getting 500 error when making any edits to htaccess?

What I'm trying to do is increase the maximum file upload size from WP's default 2M to anything higher.

I've tried:

Editing Default Constraits
Adding php.ini to WP-admin and html public
Killing PHP processes with Godaddy cPanel

Basically the main stuff and can't make any headway. I bet it would work if I could add some code to htaccess, but anytime I make any changes the whole site shuts down with a 500 error??
